What is a HIPAA covered entity? A HIPAA covered entity can be any of the following:

  1. A health plan
  2. A healthcare clearinghouse
  3. A health care provider who transmits any health information in electronic form in connection with insurance.

 

For example, an all-cash plastic surgeon in Beverly Hills who never sends patient info can escape the HIPAA Rules and would thus not be considered as a HIPAA covered entity.
